The competent departments of industry and informatization of relevant provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps:

Cluster development is an important feature of China's textile and clothing industry. Industrial clusters play an important role in efficient allocation of production factor resources, improving the operational efficiency of the industrial chain, and promoting regional development. In order to promote the differential, characteristic and brand development of industrial clusters, guide the central and western regions, northeast regions and other regions to undertake industrial transfer in an orderly manner, develop industrial clusters with different advantages, form an industrial pattern with rational regional division of labor and coordinated development, and build a security barrier for the textile industry, according to the Guiding Opinions on Promoting the Orderly Transfer of Manufacturing Industry According to the Implementation Plan for Quality Improvement and Upgrading of Textile Industry (2023-2025), we are organizing the construction of textile and clothing characteristic industrial clusters. Relevant matters are notified as follows:

　　 1、 Work objectives

Deeply implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee of the Communist Party of China, follow the working principle of "strengthening characteristics, actively undertaking, developing border trade, and strengthening supporting facilities", and give full play to the comparative advantages of regional traditional culture, production factors, characteristic industries, border trade, etc. by focusing on the cultivation of qualified industrial clusters, Guide local governments to accelerate the construction of textile and clothing characteristic industrial clusters according to local conditions, high-quality undertake and develop the textile and clothing industry, promote labor employment and county economic development, enhance regional economic complementarity, and further improve the security and stability of the domestic textile industry chain supply chain.

　　 2、 Declaration conditions

（1） Within the county-level divisions of the central and western regions, northeast regions and Hebei Province, the textile and garment industry cluster with a certain core competitiveness is dominated by small and medium-sized textile enterprises, which have outstanding advantages, focus on leading industries, significant regional characteristics, convergence of resource elements, and improvement of industrial service measures.

（2） The application area should regard the textile and clothing industry as a pillar or leading industry, with regional characteristics and sustainable development potential, and set up planning objectives, development measures and support policies to promote industrial development.

（3） The textile and clothing industry in the application area has a good foundation and plays an important role in the local economy. The key economic indicators of the textile and clothing industry account for a large proportion in the industrial economy of the whole county (city, district).

（4） The concentration of textile and clothing industry in the application area is high, or textile and clothing featured products occupy an important position in similar products nationwide. It has good supporting cooperation with other relevant industries in the region, and the regional foreign trade channels are unblocked.

　　 3、 Workflow

（1） County level declaration. The declared characteristic industrial cluster shall be within the county level division, and the local county (city, district) industry and informatization competent department shall fill in the Application Form for Textile and Garment Characteristic Industrial Cluster (Annex 1), Introduction to Textile and Garment Characteristic Industrial Cluster (Annex 2) as the declaration subject, and declare voluntarily.

（2） Provincial recommendation. The provincial competent department of industry and information technology is responsible for acceptance, preliminary review and spot check of cluster applications, and selecting 1-2 textile and clothing characteristic industrial clusters to recommend to the Ministry of Industry and Information Technology.

（3） Review and release. The Ministry of Industry and Information Technology organized industry experts to review and evaluate the cluster application materials recommended by the provincial competent departments of industry and information technology (including spot checks), select the best to form a list of key cultivation clusters, and release it after publicity without objection.

　　 4、 Support initiatives

For the textile and clothing characteristic industrial clusters that are mainly cultivated, the Ministry of Industry and Information Technology will coordinate and promote the cluster construction, strengthen the industrial docking between clusters, promote the digital transformation and upgrading of clusters, strengthen the creative design ability of industrial clusters, enhance the added value of characteristic products, and improve the competitive advantage of characteristic industrial clusters. All provincial industrial and information competent departments are responsible for promoting the development of local textile and clothing characteristic industrial clusters, combining the regional industrial basic advantages and the characteristics of the textile industry chain, guiding the clusters to focus on the advantageous links of the industrial chain to develop characteristic products, strengthening the construction of public service system, and creating a good ecology for the development of textile and clothing characteristic industrial clusters.

All provincial industrial and information departments are requested to send the Application for Textile and Garment Featured Industrial Clusters and the Introduction to Textile and Garment Featured Industrial Clusters in triplicate with official seal to the Consumer Products Industry Department of the Ministry of Industry and Information Technology (No. 13, West Chang'an Street, Beijing, 100804) and send the electronic version to wutong@miit.gov.cn 。
