[Local Policies] Ningbo Releases Green Development Guidelines For More Than 20000 Textile Enterprises

On March 29, at the theme activity of "International Waste Free Day 2025" in Zhejiang Province held in Ningbo, Ningbo took the lead in releasing the guidelines for the construction of waste free textiles nationwide. It was the first time to string enterprises in printing, dyeing, textile and weaving industries into a chain and define the "code of conduct" for waste free industries throughout their life cycle.

The guide includes 7 aspects and 55 items, aiming to minimize the energy consumption of facilities and equipment, maximize the recycling efficiency of raw materials and products, and optimize the utilization of solid waste resources. The intensity of industrial solid waste production of "waste free textile factory" is at the leading level in the industry.

As an important export place of China's textile and clothing industry, Ningbo has more than 20000 textile enterprises with an annual output value of more than 100 billion yuan. In recent years, taking the opportunity of "waste free city" construction, Ningbo has successfully built a number of waste free factories with textile industry characteristics through the construction of digital intelligence platform, the upgrading of facilities and equipment, and the construction of waste textile recycling system. Last year, Ningbo recycled more than 300000 tons of waste textile materials, reducing 108 tons of carbon emissions.

"The textile industry involves many links such as printing, dyeing, spinning, weaving, and clothing. In the past, waste free construction work of different types of enterprises went their own way, and there was no unified standard. Waste source reduction and resource recycling efficiency need to be further improved." Tang Wenbiao, the special head of Ningbo waste free city construction, introduced that in order to solve the pain points and consolidate the existing achievements, Ningbo Ecological Environment Bureau guided the textile industry association of Ningbo to organize leading textile enterprises such as Shenzhou Group and Kangsaini Group to jointly formulate a guide for waste free textile construction.

Article 55 of the Guide involves basic environment, production raw material control, characteristic solid waste, living and office work, construction and decoration, system construction, waste free assessment, etc.:

In terms of raw materials, try to choose raw and auxiliary materials that are easy to recycle and have high recyclability;

Alkali recovery should be carried out in the process of dyeing and finishing production for effective recovery and utilization;

The waste textile materials and unqualified products that can be reused for production should be stored separately, and a self utilization account should be set up to improve the recycling efficiency.

As one of the earliest national level green factories in Ningbo, Kangsaini Group has built a textile recyclable base in Zhenhai. Through the intelligent textile disassembly production line, the waste knitwear will be disassembled into new raw materials. Last year, enterprises exported 200 tons of high-end recyclable cashmere raw materials.

"Kangsaini's waste free project will be re innovated according to the guidelines to contribute enterprise wisdom and strength to the construction of waste free cities," said Xue Jingli, chairman of the group.

At the scene, Wen Xuefeng, Deputy Director of the Solid Department of the Ministry of Ecology and Environment, said, "The waste free guide for the textile industry issued by Ningbo is the first in the country, which clarifies the path and direction for the green development of China's textile industry."
