Moon Byung-chul, counselor of the Korean Consulate General in Hu Zhiming, said that Vietnam will have to comply with the rules of origin of "yarn starting" in TPP, that is, textiles and clothing can only be imported from the United States and other TPP countries.

Although Vietnam is one of the largest exporters of clothing in the world, 70% of the garment enterprises are small and medium-sized factories, which are relatively weak in spinning, weaving and dyeing. Most of the textile materials are imported from China and Korea.

According to the Vietnam Textile & Garment Association (VITAS) data, only 55% of pure local textiles are produced due to the lack of production capacity for weaving and dyeing and finishing.

Dang Phuong Dung, vice chairman of VITAS, revealed the reasons. She said that because of the great environmental pollution caused by weaving and dyeing and finishing, many factories were unable to produce permits without licences.

She appealed to Vietnamese clothing companies to learn from Korea, because South Korea is a fashion power and is good at developing high quality textiles. At the same time, she suggested that specialized areas should be allocated for weaving and dyeing and finishing industries, with special equipment for pollution treatment in the area, so as to attract more foreign investment.
