In 2008, the scale of national cotton reserves surged sharply, far beyond the normal reserve needs, and also exceeded the storage capacity of the Central Cotton store.

In the 2011 and 2012 years when the social storage capacity was extremely tight, the units directly under the leadership tried to tap the social storage resources. At the same time, in order to do a good job in outbound service, the central storage cotton company commissioned the central reserve cotton information center to set up a customer service center to deal with complaints.

6, do a good job in the verification of reserve cotton inventory.

Reserve cotton belongs to the state property, and the quantity and quality must be ensured. All relevant departments attach great importance to it.

The Ministry of finance is stationed in the provincial office to check the inventory every quarter; the Agricultural Development Bank collate the inventory every month; all the units directly under the central storage cotton are checked quarterly or unchecked regularly, and the real-time video monitoring is conducted quarterly; the two major business safety checks in the middle and the end of the year are carried out by the general store company; at the end of the year, the accounting firms should check the stock by the library.

She said that the relevant ministries and commissions of the state have made clear that the cotton target price subsidy policy will continue to be implemented in the new year, which calls for simplification of operation methods and reduction of intermediate costs, which are conducive to the healthy development of the cotton industry chain.

In the next few years, we will continue to adopt the way of "asymmetric rotation, first round and backward entry, multiple rounds of production and fewer rounds", orderly digestion of state reserve cotton stocks, and gradually reduce the scale of reserve cotton to a reasonable level, that is to say, the era of "going stockpiles" has arrived.

At the same time, in view of the problem of farmers' "selling cotton difficult" in the future, according to the way of marketization, China Cotton Storage General Corporation will further study and formulate relevant underpinning plans, and make preparations for storing cotton wheels.

Each reserve unit should make use of the current slow opportunity to slow down the operation strategy and expand the space for the sustainable development of enterprises.

In 2014, the state implemented the target price subsidy policy in Xinjiang, and the cotton price returned to the market attribute. The domestic and foreign cotton price differential continued to narrow. At present, the price of cotton has dropped by about 30% compared with the beginning of the year. In addition, the national cotton reserves can be put into the market any time. The market price of the new year will be running steadily and weak. Although the business difficulty is increasing, the favorable factors are also increasing.

Textile enterprises will gradually resume production, and the cotton textile industry will face a bottom rebound. 4, the relevant departments of the state clearly define the cotton rotation mechanism, will adopt asymmetric rotation, make more or less progress, do not suppress the market, and keep the cotton market running smoothly, inject confidence into the market. 5, since November 21, 2014, the benchmark interest rate of RMB loans has been cut down for five times in a row, reducing the financial cost of the real economy.

In the middle and July of the year, the central storage cotton company carried out a business safety check on the directly affiliated units and about 30% of the social storage units.

Most of the social storage units have completed the general requirements of the system, namely, sound system, standardized process, stacked tidy, "five spacing" standards, responsibilities to people, "accounts, goods, cards, maps, tables" five.

Finally, Minister Song put forward specific requirements for the new year's business work from the following seven aspects.

1, continue to do a good job in the rotation of cotton reserves.

The storage and storage unit should strengthen the overall awareness, pay attention to the brand building and the dissemination of the value concept, set up a sense of service, and not delay the export of the library for any reason.

The central storage cotton company will, as always, crack down on the outgoing illegal activities and suspend the custodial fees when necessary.

The units directly under the central government must coordinate the work of outgoing warehouses, strengthen supervision and inspection, keep a close watch on major violations and follow up rectification measures to ensure safe and orderly operation of the storage of cotton reserves.

During the period of the storage of cotton, the public inspection personnel arranged by the Bureau of the MF can send the samples to the library according to the outgoing plan, and no other units or individuals shall be allowed to go to the warehouse for cutting samples, otherwise the weight loss will be borne by the storage units.

After the cotton goes out, if the customer finds any quality problems, it can be submitted to the Bureau for reexamination according to the relevant regulations.

2, do a good job in preparation for the storage of cotton.

After the listing of cotton in 2015, if cotton purchase price is too low, it is very likely that cotton farmers will have difficulty in selling cotton.

The central storage cotton company will actively investigate and prepare the preparatory work for the storage of cotton.

In the late 2015, there is still possibility for the cotton to go out.

It can be said that in the future, the reserve of cotton wheel and the wheel will be characterized by normality, and the social and storage units should be prepared at any time.

3, do a good job in the rainy season flood control work.

All units responsible for storage should improve their awareness of flood control and flood fighting and check the problems existing in their units. In particular, the social storage units in the southern part of the area should check the warehouse comprehensively, reinforce and repair them in time, add door baffles at the entrance to the storeroom, prevent rain from pouring backward, and dehumidifying measures should be taken at low and damp storeroom, and check whether mildewing of the pile bottom cotton bags often occurs, and if necessary, stack up for inspection.

4, pay attention to the operation status of the social reserve units and prevent vicious incidents.

In recent years, economic disputes have occurred frequently, and even the phenomenon of cotton reserves in mortgage countries has occurred. This is a bad illegal act and an invalid mortgage.

The units directly under the central government should uniformly produce warning signs and hang them in the prominent positions of each storehouse or on the cotton stacks to print the words "prohibit the mortgage of state reserve cotton", so as to stop the illegal mortgage of stored cotton.

The units directly under the central government should regularly check the cotton stocks of various social storage units according to the regulatory measures, and pay attention to the operation status of the social storage units.

The social reserve unit should actively reflect the problems arising from the business activities and take precautionary measures to ensure the safety of the state reserve cotton.

What needs to be emphasized again is that reserve cotton is the property of the state, and all guarantees or mortgages are invalid.

In the future, if a similar situation is found, the central storage cotton General Corporation will be settled through legal means, and the responsible persons will be punished by law.

5, comprehensively strengthen safety management.

Safety is the lifeline of the management of reserve cotton. Every unit should strengthen the concept of "great safety" and have a deep understanding that safety production is not only limited to fire safety, but also closely around the "reserve cotton safety" to analyze the influencing factors and effectively prevent risks.

All units directly under the authority should pay close attention to the supervision and management of the social storage units, and prevent the risk of cotton reserve management due to the integrity of enterprises.

6, timely treatment of naked and fried cotton.

From now on, the storage of cotton is slow, and it takes quite a long time to digest and store cotton in storage.

According to the requirements of the business, the white cotton bales need to be mended, the bags needed to be broken and fried should be disposed, which will threaten the safety of the stack.

7, do a good job in stockpile inventory and verification work.

The reserve cotton monthly report is the only basis for the Ministry of finance to reserve cotton storage fees.

There are errors in filling out the monthly report of reserve cotton in some individual social storage units, and there are still missing reports and delays, resulting in the Ministry of finance's deduction or delay in the allocation of reserve cotton storage fees.

It needs to be emphasized again that the accuracy of data and the consistency of accounts are the basis for the work of cotton reserve business. The monthly report of stocking cotton monthly submitted by the Commissioner and the year-end inventory inventory must be consistent with the number of main business systems.
