The case will expire in March 31, 2011. According to the European Commission and the European footwear alliance, the EU will remain vigilant against footwear imported from China and may re launch new trade protection measures.

In order to better cope with the work and reduce the trade friction between European footwear exports, in March 3rd, Wenzhou held a follow-up working conference on foreign trade on footwear products in China. The conference was hosted by the Fair Trade Bureau of the Ministry of Commerce, and the Fair Trade Bureau of Zhejiang commerce department, from the heads of foreign trade and economic cooperation of Zhejiang, Fujian and Guangdong provinces, China Leather Association, China Light Industry Arts and crafts import and export.

More than 60 people attended the meeting, including representatives from enterprises and lawyers from the world sporting goods industry federation (WFSGI).

Participants in the five years' work were combed and summarized, and specific suggestions for follow-up work were put forward.

According to information from the European Commission, the EU will focus on monitoring footwear in the following 5 aspects:


1, the European Commission will focus on monitoring all imported leather shoes to ensure that no new dumping and / or other unfair acts occur, thereby avoiding further damage to European industry.


2, the European Commission said it would encourage imported footwear products to use mandatory labels to identify origin labels so as to prevent Chinese products from counterfeiting their origin into the European market.


3, the European Commission is committed to strictly monitoring violations of intellectual property rights.


4, the European footwear Federation appealed to the European Commission to urge the Chinese government to open up high-end retail market, hoping to make profits in China's fast-growing consumption segment.


5, the Commission is investigating whether China's export credit policy violates the relevant provisions of the WTO, with a view to making difficulties in countervailing measures.


Through communication, participants have a unified understanding of the work that the case is due to expire. In view of the above aspects, the China Leather Association and the participating parties suggest that EU enterprises should strengthen self-discipline and regulate their trade practices, with emphasis on controlling and vigilance in the following aspects:


1, we must control the export volume, extend the export period, and avoid concentrated exports from 4 to June in 2011.


2, production enterprises must indicate the origin of the products on the product labels according to the actual situation, and boycott the traders' illegal operation (not producing the origin or labeling other origin areas), so as to ensure the smooth export of their products.


3, we must abide by the law of intellectual property protection, strictly prohibit the use of forgery, counterfeiting and other methods to infringe upon the registered logo, color block, hardware accessories, sole modeling, and surface modeling of international brands, so as to avoid infringement of intellectual property rights.


4, enterprises should first check whether they are beneficiaries of the export credit policy subsidized by the government, including whether they enjoy low interest loans, land concessions and tax returns. If there are any related problems, please formulate corresponding preventive measures in time.


5, relevant departments of the state are considering opening up the domestic market further and lowering import tariffs.


China Leather Association solemnly reminds export enterprises to proceed from the overall situation of the continuous development of China's footwear industry, regulate their trade practices, so that enterprises can avoid losses and make the industry develop smoothly and healthfully.

Closing the case may cause enterprises to be blind and optimistic, but if the EU's new relief measures involve more extensive and more severe strikes, enterprises must not take it lightly.
