In Guangzhou, Newegg, Red Children, Guanggou, Meiboufang... their daily shipments are more than thousands of pieces. When these B2C guys get together and complain that there is no place for them to "cluster", they always like to say, "Look at other people's Shenzhen!"!

Scrub the screen, continuously scrub the screen, and then scrub the screen again... Jason kept moving the mouse, hoping that the web page could be opened quickly, and there were still three orders that had not been processed. If we can't catch the first truck tomorrow, the three orders will be delayed. As a B2C clothing enterprise that has been founded for three years, Jason's company's performance is improving day by day, but because of the remote office space, slow internet speed and other relationships, they are also encountering more and more problems.

Since the birth of the first batch of Chinese B2C enterprises, such as 8848 and Dangdang.com in 1999, B2C has gone through ten years in China. As Dangdang announced its profit in 2009, the signal of another round of B2C boom flashed. In order to further expand domestic demand and stimulate economic growth, the Ministry of Commerce issued the Opinions on Accelerating the Development of E-commerce in the Circulation Field at the end of 2009, with the main goal of accelerating the application and promotion of e-commerce in the circulation field.

Guangzhou has also introduced a number of e-commerce support policies since last year, but many e-commerce enterprises have recently reported to reporters in Nandu that Guangzhou's support policies mainly focus on B2B enterprises focusing on foreign trade exports. At present, the growing B2C enterprises are struggling in many fields. The above enterprises said that in order to enable Guangzhou to incubate B2C channel giants such as "Dangdang" and "Jingdong Mall", they hope Guangzhou Municipal Government can consider the launch of e-commerce industrial park as soon as possible.

Policies emerge, and there is no "booster" in Guangzhou

During the two sessions, Premier Wen Jiabao clearly proposed in the Report on the Work of the Government to strengthen the construction of infrastructure such as the trade circulation system and actively carry out e-commerce. This is also the first time that the government work report of the National People's Congress and the National People's Congress clearly proposed to vigorously support e-commerce, which undoubtedly injected a "booster" into domestic e-commerce business. In March this year, with the dual support of policies and funds from the Ministry of Commerce and other departments, traditional business enterprises represented by Beijing Wangfujing, Wuhan Zhongbai, and Shanghai Bailian are sounding the clarion call for e-commerce.

After Guangzhou launched the "Measures for the Management of Special Funds for the Development of Guangzhou E-Commerce" last year, the Guangzhou Municipal Information Office revealed that in May last year, Guangzhou also held an explanation meeting on policies to support the application of e-commerce for export-oriented SMEs. Guangzhou also plans to invest 5 million yuan to support 1000 export-oriented SMEs to carry out e-commerce applications, accounting for 11.4% of the number of foreign trade enterprises with export records in the city. At a symposium held by the Guangzhou Science and Technology Information Bureau, the news that "Guangzhou will set up a special fund of 20 million yuan to support 10 local e-commerce enterprises to grow to an annual turnover of more than 1 billion yuan regardless of their capital background" also spread widely.

At the end of last year, Alibaba also moved its South China headquarters to Guangzhou Development Zone. Ma Yun said frankly that Guangdong is a key area in Alibaba's strategic planning. One sixth of Alibaba's members come from Guangdong, 35% of its foreign trade income comes from Guangdong, and 30% of its products on its website come from Shenzhen enterprises.

Lack of B2C support

However, Li Yonglin, general manager of the e-commerce department of Meiboufang Biotechnology Co., Ltd., disclosed to the reporter from Nandu that the above support policies focus more on B2B enterprises. However, according to the preliminary prediction of the whole year made by iResearch in combination with the data monitoring of each quarter in 2009, the online shopping transaction scale in 2009 was 2483

RMB 50 million, up 93.7% year on year, exceeding the expectation of the previous year. Under the influence of the global financial crisis, the network economy has become one of the hottest industries with the least negative impact and the best growth potential. IResearch predicts that in the next five years, the scale of online shopping transactions will account for more than 5% of the total retail sales of consumer goods, and online shopping will increasingly contribute to the traditional retail market.

However, at present, the regional development of e-commerce is mainly concentrated in Beijing and Shanghai, while the development of e-commerce in the Pearl River Delta region, which has the same developed economy, is lagging behind. Local enterprises need to sell their products through e-commerce platforms, and consumers also need local large-scale e-commerce platforms to meet online shopping consumption. "Guangdong is a manufacturing base with no shortage of production capacity, but it lacks more channels. B2B is a trade platform that can help SMEs export, but B2C can not only play a role as a channel, but also stimulate consumption and solve some employment problems." Li Yonglin said, but now the government does not pay attention to B2B and B2C segmentation, which makes enterprises face certain difficulties.

Xiao Xiao, CEO of Guanggou, said that there was too little information communication between the government and B2C e-commerce enterprises, and the information channels were not perfect. In particular, there is no competent department in charge of e-commerce enterprises, which causes enterprises to deal with several departments at the same time. For example, the Administration for Industry and Commerce, the Tax Bureau, the Information and Economic Commission, etc., each department seems to be in charge of a little bit, but each department seems not to be fully in charge, causing great inconvenience. In Shenzhen, there is a special market supervision administration.

"It can be seen that the government now has the goal of supporting e-commerce enterprises, but has not yet found a specific way." Zhang Hongwei, general manager of Red Boy South China, said that the support policy for an industry should be systematic, from registration approval, business opening, to logistics, supporting facilities, financing and even listing, It should be a systematic plan.

B2C enterprises need "special support"

E-commerce is a money burning enterprise, and many companies are losing money in the early stage of operation. Therefore, it is urgent for every B2C enterprise to reduce costs as much as possible. However, the rent of many e-commerce enterprises in Guangzhou is generally 60-80 yuan/m2. "This price is affordable for the office. Online retail and logistics are inseparable, and businesses such as ordinary customers are required to deliver goods at a very fast speed, which requires that the logistics system and warehouses in the eight first tier cities in the Pearl River Delta must be near the office." Li Yonglin said that the rent of 60 yuan per square meter is too high for warehouses.

In order to reduce costs, many enterprises set their offices in places with convenient logistics transportation and low rent, such as Science City and Keyun Road. However, most B2C enterprises work in double shifts, usually from 9 am to 2 pm. Due to the remote office location, many places do not have buses after 10 pm. However, many problems such as food, housing and transportation are difficult to solve.

In addition, B2C enterprises require one computer for each person, so one office may need to set up multiple computers. However, an office in an ordinary office building has only one broadband port, and five computers will slow down the network speed, which greatly hinders online order processing of B2C enterprises.

"At our place, the elevator was closed at 9:00 p.m., and our shift changing staff came down from the 18th floor and had to take the stairs in the dark," a person in charge of B2C e-commerce in Guangzhou told reporters.

Call for the establishment of B2C industrial park

"The overall business environment of e-commerce in Guangzhou has not yet formed, and most local enterprises are still fighting alone and in the incubation stage. Therefore, it is imperative to build an e-commerce industrial park in Guangzhou", Xiao Xiao said that only by establishing a professional e-commerce industrial park can a group of powerful e-commerce enterprise groups be cultivated, Only in this way can we cultivate local leading enterprises. It would be a good thing to invite Alibaba to Guangzhou, but the ultimate direction is to cultivate and develop its own leading enterprises. In e-commerce industrial parks in Shenzhen, Hangzhou and other places, settled enterprises can enjoy complete supporting facilities, logistics services, tax rebates, free Internet access and other preferential policies. Li Yonglin said that the B2C enterprises in Guangzhou will be concentrated for incubation and cultivation, and through some tax exemption policies and special support funds, the logistics will be quickly connected to make the B2C enterprises in Guangzhou stronger and larger.

At present, strong B2C enterprises have been favored by capital. At the beginning of this year, Jingdong Mall announced that it had won the C investment led by Tiger Global Fund

In the first round of venture investment, 75 million dollars has been received. One day later, Baidu and Japan's largest e-commerce operator Lotte announced that they would jointly invest 50 million dollars in a joint venture in the next three years to build a huge online "B2C" shopping mall.

CN ZZ data shows that in 2009, the number of e-commerce websites in China reached 15600, and B2C and C2C accounted for the majority of the transaction scale.

However, Zhang Hongwei also said that a special e-commerce industrial park is good, but without a series of long-term, scientific and systematic support policies, the significance of establishing an industrial park alone is very limited. In addition, the development of the industrial park should also be alert to excessive, or else it is easy to become a tool for sublease and land speculation.
